Looking for Web Hosting Panel Script

Hi.
I am looking to set up some type of small free web hosting service.

I am looking for some type of control panel, that when users register they can change and do stuff like change user info, MySQL Databases, file manager and things like that. I am also looking for it to have an admin panel so that I can manage ads and how much space users have.
It also needs to be reliable and not have many bugs.
Do you know of any good scripts/programs like this?

Zpanel is also a good choice for those out there that are looking for free stuff. I have't come across many free alternatives to WHM but from what I remember VHCS was a good choice.
